THE LORD IS KING OF ISRAEL:
Just like the tabernacle was divided into three areas – the Holy of Holies, the tabernacle, and the outer court, so Mount Sinai was divided into three areas. The top of the mountain where only Moses went to commune with God (19:20); the second area was from the border of the mountain upward, but not including the top. This is where Aaron, his sons, and the elders of Israel were able to go (19:22). The tabernacle is the place from where God continued to exercise his reign over Israel. When Moses entered the tabernacle, it was to learn what God expected from the Israelites (25:22). Through it, God would be among the Israelites, keep them holy as they kept His word, and subsequently the world would know that He is the “Lord their God.”
